Can I paint spidercracks on my hull over with high build epoxy paint?

You can, although it won't stop them from reappearing. Spidercracks appear when the gelcoat flexes beyond the 3-4 degree deflection it was designed to take. This isn't the worst news, as the gl underneath should be regularly able to take 7 degrees of deflection at a minimum, and more if it's built with anything except polyester and gl cloth. Realistically, commercial fishing boats deal with that in their first year. A well-built boat isn't badly affected by it. If your boat is coming apart, or if it's cheaply built, make sure that there isn't any weakness or damage caused by water intrusion underneath.
