At dusk, why do mosquitos swirl overhead without actually biting?

This happens very often in a park or garden. When you're in a group, one person gets the highest funnel overhead - why? Is it something to do with the fact that most of them are male mosquitos? Is it the exhaled CO2 that attracts them with the hope of finding a mate?
