Why are the French able to negotiate with the Russians?

French President Sarkosy, acting president of the European Union, has met with Russian President Medvedev and has worked out a deal to get the Russians to pull out of Georgia. Now, why can't the US do this kind of negotiations? Why do we have to make nasty and disrespectful statements, instead of trying to work out our differences through dialogue?
