I need help opening the rule files i downloaded from cactus online design?

Its for the card game redeption and i cant open the file for some reason it says its a PDF file and I tryed to open it with every program i Have and the only ones that have worked are adobe photoshop 7 and image ready but they made it an image ( a small image that i cant read ) so can some one help me?
